The North Church Street Area Plan will look at existing conditions in the neighborhood such as businesses and housing, infrastructure like streets and sidewalks, and city- and county-owned properties like schools and parks. It will then develop tools and strategies that aim to spur commercial activity. The goal of the plan is to identify achievable short-term goals for the City and to identify long-term goals that can be used to guide City policy decisions.
The plan might recommend improved sidewalk connectivity in a specific area or suggest zoning changes that allow for more flexibility on how a property can be used or develop strategies that incentivize updating signage and landscaping of existing businesses. The plan might also identify and then catalogue properties that could be of interest to private developers, highlighting underutilized properties and vacant lots with the potential for infill development.
It will also examine potential funding sources like small business grants and brownfield grants that might be used to enhance the corridor.
For housing in the neighborhood, the plan will look at ways to encourage renovation of and improvements to existing single-family and multi-family homes.
